From July 4–6, 2024, the World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance (WAIC 2024) closed at the Shanghai Expo Center. Premier Li Qiang attended and delivered remarks. More than 1,300 AI leaders, exhibitors, and delegations from over 50 countries and regions took part.
Dr. Xue Chong, founder of Quanzhentong (Unique Partner), was invited to speak at the forum Intelligence Generates Infinite Possibility — Large Models Powering New Productive Forces. He argued that generative AI based on large models can close the digital divide in healthcare; that “AI will not replace doctors — it will make doctors stronger”; and shared Quanzhentong’s practice with its “AI medical assistant” suite.
Burnout, paperwork, and an AI agent that listens, speaks, reads, and writes
As an M.D. in surgery from Peking Union Medical College and a postdoc at Johns Hopkins School of Medicine, Xue first noted that many young Chinese doctors face occupational burnout — heavy clinical documentation is a major cause. Quanzhentong built a large-model Quanzhen AI doctor assistant: an AI agent with four capabilities — listening, speaking, reading, and writing — that supports pre-visit triage, assisted note-writing during the visit, and post-visit follow-up.
Closing the digital divide for patients who struggle online
Digitization often widens gaps: internet healthcare makes booking easier for people who can navigate apps, and harder for those who cannot — especially older adults. Xue argued AI can bridge that gap: multimodal, chat-style interaction lets patients who cannot read or speak standard Mandarin describe symptoms clearly and complete online registration more easily.
AI will not replace doctors — like RAG and search
As AI grows stronger, people ask whether it will replace physicians. Xue said no — comparing it to whether ChatGPT replaces search. Search was not displaced; it became stronger via retrieval-augmented generation (RAG). Likewise, AI will augment doctors: CT made earlier tumors easier to find and spurred minimally invasive techniques (laparoscopy, local radiofrequency ablation, natural-orifice surgery). AI can raise diagnostic precision and free doctors’ time for complex cases and new treatment research.
Infrastructure: watching Baidu Qianfan
On domestic foundation-model infrastructure, Xue said Quanzhentong has stayed close to major Chinese AI and LLM vendors over nearly two years of R&D. Medical application builders need stronger base models and sufficient compute. After China’s “hundred-model war,” stronger foundation models and clearer commercial models have emerged. Quanzhentong has followed Baidu’s Qianfan platform closely; in use, base-model performance and training services improved enough that Quanzhen AI has been competitive against global peers.
Scale so far — and what’s next
To date, the Quanzhen AI doctor assistant has served 40+ large hospitals and 15,000 primary-care institutions, cutting note-writing time and raising record quality. Flagship sites include Sir Run Run Shaw Hospital (Zhejiang University), Zhejiang Provincial People’s Hospital, and Changzhou No. 1 People’s Hospital.
Xue closed: the doctor–patient relationship will gradually become a doctor–AI–patient triad. Quanzhentong will keep exploring medical AI — e.g. virtual patients for doctor training and individualized virtual specialists for online care — under the mission “let doctors focus; keep patients healthier.”
