The rules are still changing, and they will keep changing. The real question is not whether to go overseas, but where to go, how to structure, how to comply, and whether you can truly hold your ground once you get there.

Last year, U.S. tariffs on Chinese goods peaked at a stacked 145%.

Trump later said himself, "I really did get a bit carried away."

After multiple rounds of consultation, they have now come back down to around 27%. But U.S. officials have simultaneously stated that the target is to maintain them at 35% to 50%. A new round of 301 investigation results is due in the second half of the year, with semiconductors, consumer electronics and machinery all on the list.

The rules are still changing, and they will keep changing.

What does this mean for people doing hardware overseas? It is not a question of "whether to go overseas," but: where to go, how to structure, how to comply, and whether you can truly hold your ground once you get there.

Tariffs have disrupted some paths, but at the same time they have opened others. European leaders have visited China in dense succession this year, and China-Europe relations are warming; China and ASEAN have signed version 3.0 of their free trade agreement; the EU and CPTPP are negotiating to build a cross-continental super trade alliance. The map of global trade is being redrawn.
